The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are conducted: positive announcements are released from multiple capitals. Considerable effort is devoted on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capability enabled by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats flew past – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: several firings deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every deployment jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to grim resignation: possibly the hostile projectile won't cause damage this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a defensive team – most likely imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.

With pauses, this continued until dawn. Kyiv faced the morning news: seven people killed, damage and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a reliance that regional partners are demonstrably unable to replace in the short term.

Unsuccessful Negotiations

The detailed framework from Washington provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually win the battle. This trend will, certainly, persist.

Strategic Calculations

It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House assumes that it is unfeasible to compel Moscow to surrender the territory that it presently holds in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, American administration does nothing to discourage Russia, through statements or actions, from believing that the situation will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but averting a entire defensive failure until situations evolve in its favour.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all served their function.

While new proposals based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
